** Notice **

The Federal Transit Administration (FTA) requires that all direct and primary recipients document their compliance with Department of Transportation Title VI regulations by submitting a Title VI Program to their FTA regional civil rights officer once every three years or as otherwise directed.  CARTS is required to submit an updated Title VI Program by October 1, 2017.

CARTS is a recipient of Federal financial assistance for the support of public transportation services. Riders and the general public are welcome to participate in a public meeting on Friday, August 18, 2017 in the conference room located at The Human Services Annex Building, 2822 Neuse Blvd., New Bern, NC  28562.  The purpose of this public meeting is to receive input into the update of the Civil Rights Program and Limited English Proficiency (LEP) Policy and Plan. Attendance is floating between 3:00 p.m. and 6:00 p.m.

Riders and the general public are welcome to review the proposed Civil Rights Program and Limited English Proficiency (LEP) Policy and Plan, and participate in a public hearing held as part of the Craven County Board of Commissioner’s meeting on September 5, 2017. The meeting begins at 7:00 p.m., and is held in the Craven County Administration Building, 406 Craven St., New Bern, North Carolina.

Half Price Fare Policy

The Half Price Fare Policy was approved by the Craven County Board of Commissioners September 8, 2015 and is intended to establish a baseline for compliance with Federal law regarding half price fares as applicable to the CARTS Fixed Route System also known as the LOOP.  Click here to access the Half Price Fare Policy.


MISSION

The Mission Statement of CARTS is to provide safe public transportation as an alternate option for reaching destinations served by CARTS.
 


About CARTS..

The system operates a fleet of 32 vehicles, including specially modified vans to accommodate the elderly and/or handicapped and a variety of other vehicles such as standard vans, converted vans, mini-buses and sedans.

Scheduled route structures are currently based on the requirements of the Human Service Agencies served by the system (i.e. Social Services (DSS), Monarch, Port Human Services, Senior Citizen's Centers, etc.).

The service is available to the general public on a space available basis for fares ranging from $1.00 to $6.75 according to zoned distances. Demand/Response service is also available to the public on a limited basis, again with emphasis on the elderly and/or handicapped.

Office: Monday - Friday, 7:00 a.m to 5:15 p.m.
Routes: Monday - Friday, 5 a.m. to 6:00 p.m.
County Holidays Office Closed (Operate Dialysis Routes only)

Public transportation system operating as Craven Area Rural Transit System (CARTS).
Regional community public transportation system serving Craven, Jones, and Pamlico counties.
Provides public transportation services to human service agencies as well as the general public through subscription, demand response, fixed routes, and ADA Complementary Paratransit service.

Vocation Rehabilitation
Coastal Community Action
Monarch/CCE (ARC)


 
Regular Out-of Area Destinations:
Greenville, Morehead, Kinston, Durham, Chapel Hill and other locations on request by availability of drivers, vehicle and funding.

How to Schedule Public Transportation Service
 
Advance notice is required for subscription and demand response trips. Call CARTS at (252) 636-4917 no later than 12:00 noon, two business days prior to the trip. "Loop" Routes require no advance notice.
